In carrying out the provisions of this article, the Executive Director of the Emergency Services Council is directed to utilize the services, equipment, supplies and facilities of existing departments, offices and agencies of the City, to the maximum extent practicable, and the officers and personnel of all such departments, offices and agencies are directed to cooperate with and extend their services and facilities to the Executive Director of the Emergency Services Council and to the emergency services organization of the City, upon request.
