The County registration books shall be the registration books for all Municipal primary, general and special elections. At least three days before the date of any election the City Clerk shall procure from the Clerk of the County Commission, the necessary registration records and other election supplies. The permanent voters' registration records maintained by the Clerk of the County Commission of Kanawha County, West Virginia, shall constitute the permanent voters' registration books for any Municipal primary, general and special elections and only those persons whose names appear as qualified voters in the voters' registration books maintained by the Clerk of the County Commission of Kanawha County, West Virginia shall be permitted to vote in any Municipal primary, general or special elections.
