No person shall construct, erect, operate, use or maintain any outdoor advertising structure, outdoor advertising sign or advertisement without the permission of the owner or other person in lawful possession or control of the property on which such structure or sign is located. No permit shall be granted to construct, erect, operate, use or maintain any outdoor advertising sign, advertising structure or advertisement without the permission of the owners of the adjoining property, and where a proposed site is a corner lot, permission of the owners of the property of the three other corners shall be obtained.
