1705.02 DEFINITIONS.
   As used in this article:
   (a)   "Contractors", "subcontractors" or "specialty contractors" means any person, firm or corporation who works under bid or contract as a building contractor, or as a contractor of a special line of work, to construct, enlarge, alter, repair, move, demolish, excavate, coat, install or treat any part of a building.

   (b)   "Handyman" means any person performing alterations, repairs, improvements or other work in or around real property with remuneration paid by the owner of such property at less than two thousand five hundred dollars ($2,500) for each job or contract. (Ord. 2004-14. Passed 8-2-04.)
   (c)   “Site preparation, prepare or excavate” means any operation in which earth, rock, trees or other material in the ground is moved, removed or otherwise displaced by means of any tools, equipment or explosives, and includes, without limitation, grading, trenching, digging, ditching, dredging, drilling, auguring, tunneling, moleing, scraping, cable or pipe plowing and driving, wrecking, razing, rendering, moving or removing any structure or mass of material, but does not include underground or surface mining operations or related activities or the tilling of soil for agricultural purposes or for domestic gardening. Further, for purposes of this article, “excavate” and “excavation” do not include routine maintenance of paved public roads or highways by employees of state, county or municipal entities or authorities which perform all work within the confines of the traveled portion of the paved public way.

   (d)   A “general” contractor means a person engaged in the business of contracting under written or oral contract with the consumer, for performance of all or a specific part of the project. If the general contractor contracts with another person or legal entity to perform part of the work, this person or legal entity shall be deemed to be a “subcontractor”. All general contractors and all subcontractors working, or performing on a job or project must obtain City building permits, contractor’s licenses, and present their state contractor’s license, and proof of liability insurance and Workmen’s Compensation coverage (or waiver of same).
