“Building contractor” means any person, including a property owner or authorized agent of the property owner, who undertakes to, or offers to undertake, or submits to bid to, or does himself or through others, constructs, alter, repair, add to, subtract from, improve, move, wreck, demolish or pave with Portland Cement or bituminous concrete, excavate, coat or treat the whole or any part of a building, structure or lot within the jurisdiction of the City. “Building contractor” also includes “subcontractor” and “specialty contractor”.
