The Fire Chief or his duly authorized representative in charge at the scene of a fire or other hazardous conditions shall have the right to command the immediate use of all facilities, equipment, personnel and other resources of the City for the purpose of minimizing or preventing damage to persons or property and protecting and restoring to usefulness, government services and public utilities necessary for the general health, safety and general welfare of the City residents. However, nothing herein shall be interpreted to authorize the Fire Chief or his duly authorized representative to have the right to command any employee or resource of the Police Department of the City.
