(a) When a proposed subdivision of any lot or parcel of land is situate within the municipal boundaries of the City as such municipal boundaries presently exist or may from time to time be changed in the future, the owner of such lot or parcel of land shall submit a plat or plan of such subdivision to Council which shall refer the same to the Planning Commission for the purpose of determining if the plat provides for:
(1) Coordination of subdivision streets with existing and planned streets;
(2) Coordination with and extension of facilities included in the comprehensive plan;
(3) Establishment of minimum width, depth and area of lots within the projected subdivisions;
(4) Distribution of population and traffic in a manner tending to create conditions favorable to health, safety, convenience and the harmonious development of the Municipality or County; and
(5) Fair allocations of area of streets, parks, schools, public and semipublic buildings, homes, utilities, business and industry.
(b) Before any such subdivision is finally laid out, it shall be approved by Council, and such approval of the date thereof shall be indicated on the plat or plan of such subdivision before the same is placed on record in the Office of the Clerk of County Commission and the County Assessor’s Office.

(c) Consideration and approval of proposed subdivisions as hereinabove referred to shall be governed by the provisions of the subdivision regulations revised May, 1989 as the same were presented to and accepted by Council on July 3, 1989, a certified copy of which is attached to the ordinance accepting and adopting the same and the terms of which are incorporated herein by reference as if fully set forth herein verbatim.
