§ 174.18  FISHING PROVISIONS.
   (A)   No person shall fish in said lake except property owners of real estate and the immediate families and permanent residents of the town, and non-resident guests in accordance with the provisions of § 174.16.
   (B)   The method of fishing in Spring Lake shall be with rod or pole, hook and line, with either live or artificial bait or lure, while attended by the person fishing, except as provided in division (C) below.
   (C)   Other methods that may be allowed, whether for fishing or for any other purpose, but only for a specifically described time and place and only when authorized by a written permit issued by the Town Council are as follows; use of:
      (1)   Dynamite or other explosive;
      (2)   Firearms or bow and arrow;
      (3)   Seines or nets;
      (4)   Trout or throw lines;
      (5)   Gigs or spears;
      (6)   Electricity;
      (7)   Chemicals or gasses;
      (8)   Fishing with light on a boat at night; or
      (9)   Electric trolling motor.
   (D)   Regulations as to open seasons, limit as to number and size of catch, and restrictions concerning method of fishing and governing spawning beds and nests shall be established by the Town Council as the circumstances require them.
   (E)   No person shall fish from the bridge that crosses Spring Lake on East Drive or from any location which is less than five feet from the pavement of East Drive.
   (F)   No obstruction shall be allowed on the pavement of East Drive of any kind or nature, including, but not limited to, a gathering of persons, bicycles, carts, automobiles or fishing equipment.
