A special guest fishing permit may be purchased by any property owner or permanent resident from the Clerk-Treasurer for the sum of $2. This permit entitles two guests to fish while accompanied at all times by said property owner or permanent resident when permit is carried on his or her person. This permit may be renewed each year for the $2 fee. Each permit is valid to and including December 31 of the year of issuance
