The City Administrator will have the authority to administer the use of the facilities, develop application forms for persons requesting use of facilities, recommend rate adjustments to the Board and forbid use of the facilities to groups deemed to be irresponsible in their care of the facilities. Any group not in agreement with a decision of the City Administrator may file an appeal to be heard by the Board of Mayor and Aldermen at a regular or special called meeting.
