Those organizations characterized as “public service organizations” are those:
(A) Having a community-wide service orientation;
(B) Engaged in activities designed to benefit the whole community of the city;
(C) Not seeking use of city facilities to promulgate particular political, religious, social, economic or other partisan ideological beliefs;
(D) Not advocating violence, harassment, intimidation or other conduct disruptive of peace and order; and
(E) Not discriminating on the basis of race, religion, gender, country of origin or age (legitimate membership requirements are permissible).
