It shall be unlawful within the city for any operator to construct any utility above the surface of the ground, except for primary three-phase electrical service and except for utilities installed in subdivisions having no lot smaller in size than 10,000 square feet. All utilities hereafter constructed in subdivisions having lot sizes smaller than 10,000 square feet, including all electrical service, shall be placed beneath the surface of the ground, it being the intent of this chapter to prohibit the above ground construction of utilities, except for primary three phase electrical service and except for subdivisions having lot sizes of at least 10,000 square feet.
