The Board shall, by ordinance in the fee schedule as adopted by the Board, establish the base rate for the ERU. The base rate shall be calculated to ensure adequate revenues to fund the costs of storm water management and to provide for the operation, maintenance and capital improvements of the storm water system in the city.
