The requirements contained herein shall apply to all customers of the city’s Water and Sewerage System, whether located inside or outside the corporate limits of the city, and are hereby made a part of the conditions required to be met, before water service is provided to any customer. This chapter shall be strictly enforced since it is essential for the protection of the public water supply against contamination.
