§ 18-164 DETERMINATION OF CHARACTER AND CONCENTRATION OF WASTES.
   (A)   Industrial waste discharged into the city’s sanitary sewer system shall be subject to periodic inspection to determine the character and concentration of such waste, and the Administrator shall conduct such inspections as often as deemed reasonably necessary to ensure compliance with the provisions of this chapter.
   (B)   By making application of sanitary sewer service the industrial waste customer agrees that duly-authorized and identified city employees shall be permitted to enter the premises under the customer’s control to carry out the inspections required in subsection (A) above. Whenever feasible, the city shall notify the customer before carrying out such inspections.
   (C)   Inspections made pursuant to subsection (A) above do not relieve the person discharging wastes into the sanitary sewer system of responsibility for any loss, damage or penalty resulting from the discharge of such wastes into the sanitary sewer system.
   (D)   Samples taken as part of the inspections authorized by this section shall be collected in such manner as to be representative of the actual quality of the waste. Laboratory methods used in the examination of such waste shall be those set forth in Standard Methods, as hereinbefore described, a copy of which is on file at the office of the Administrator for inspection by interested parties.
