(A) Any person discharging industrial wastes into the city’s sanitary sewer system may be required to construct and maintain a suitable inspection or control manhole either downstream from any treatment or storage facility or, if such facilities are not required, at or before the point where the wastes enter the sanitary sewer.
(B) Such manhole shall be located and constructed in a manner approved by the Administrator and shall contain the equipment determined by the Administrator to be necessary for proper sampling and control of waste discharges.
