(A) The remainder of this chapter is designed to enable the city to comply with all applicable requirements and mandates of the federal and state water pollution control programs.
(B) The objectives of this chapter are:
(1) To prevent the introduction into the city’s wastewater system of pollutants that will interfere with the operation of the system or contaminate the resulting sludge;
(2) To prevent the introduction into the city’s wastewater system of pollutants that will pass through the system inadequately treated into receiving waters or the atmosphere or otherwise be incompatible with the system;
(3) To improve the opportunity to recycle and reclaim wastewaters and sludges from the system; and
(4) To provide for equitable distribution of the cost of the city’s wastewater system.
(C) (1) Many of the provisions of the remainder of this chapter explicitly apply only to industrial wastes.
(2) The remaining provisions apply to wastes of all types, but, as a practical matter, only industrial wastes are likely to be affected by them in most instances.
