(A) For the purposes of this chapter,
LOT shall mean a parcel of land whose boundaries have been established by some legal instrument such as a recorded deed, deed of trust or a recorded map and which is recognized as a separate legal entity for purposes of transfer of title.
(B) There shall be for every lot to which water or sever service is available:
(1) A separate connection with the water main of the city and a separate service pipe, tap and meter; and
(2) A separate connection with the sewer main of the city.
