No unauthorized person may:
(A) Supply or sell water from the city system to other persons or carry away water from any hydrant, public water fountain or other such public outlet without specific authorization from the city;
(B) Manipulate, tamper with or harm in any manner whatsoever any waterline, sewerline, main or appurtenance or any other part of the water or sewer system, including, but not limited to, any testing or inspection device used to measure the character or concentration of wastes discharged into the sanitary sewer system;
(C) Tamper with the water meter so as to alter the true reading for the amount of water consumed;
(D) Attach or cause to be attached any connection to the waterline before the water meter; and/or
(E) Knowingly make any false statement, representation or certification in any application, record, report, plan or other document filed or required to be maintained under this chapter.
