Duly-authorized agents of the city shall have access at all reasonable hours to the premises of the customer for the purpose of installing or removing city property, inspecting piping or apparatus, reading or testing meters or for any other purpose in connection with the city’s service or facilities. Application for service shall constitute consent by the customer to access to his or her premises for these purposes.
