Any producer of refuse on property on which the principal building is located more than 300 feet from the street or road may elect to handle its own refuse disposal by giving notice to the City Recorder. In the event the method of disposal by any such producer is determined to be insufficient by the Building Inspector, the city may require such producer to make use of the services afforded by the city.
