The city shall select a contractor to perform all residential garbage and refuse collection. The city may decide to select a contractor to perform commercial garbage and refuse collection. In the event the Board of Mayor and Aldermen elect to not contract for the collection of commercial garbage and refuse, it shall become the responsibility of the commercial enterprise to secure garbage and refuse collection services in accordance with all applicable city ordinances.
