No garbage collection service shall be rendered to any property, except residential property consisting of less than four family units and properties devoted to religious or other charitable purposes, until the occupant of each property makes application therefor at the City Hall and notifies the Recorder of the volume and number of its garbage containers and the number of garbage collections per week requested, and pays the charge for the first month in advance.
