The initial members of the Commission appointed from wards shall serve terms as follows: first ward, until 12-31-1996; second ward, until 12-31-1997; third ward, until 12-31-1998; fourth ward, until 12-31-1999. Upon the expiration of each initial term, a member shall be appointed to a four-year term. Members shall be eligible for reappointment. Vacancies shall be filled by vote of a majority of the membership of the Board of Mayor and Aldermen to serve out the remainder of the vacating member’s term. The Alderman appointed by the Mayor to serve on the Commission shall serve at the pleasure of the Mayor and only during the appointing Mayor’s term of office as Mayor.
