Cable television service shall be furnished to the city and its inhabitants under franchise as the Board of Mayor and Aldermen shall grant. The rights, powers, duties and obligations of the city and its inhabitants and the grantee of the franchise shall be clearly stated in the franchise agreement, which shall be binding upon the parties concerned.
