§ 5-608 PROBATION OF ISSUANCE OF BUILDING PERMIT OR CERTIFICATE OF OCCUPANCY.
   No building permit, nor certificate of occupancy, for new development in the city shall be issued unless and until the tax herein imposed has been paid in full by the person engaging in such new development, as provided in § 5-609 of this chapter.
