(A) There is hereby adopted the capital improvements plan for the city for the years 1994-1999 set forth in Res. 93-12, a copy of which is set out in App. B of this code of ordinances and incorporated by reference herein or as it may by amended by resolution or ordinance from time to time.
(B) The fact that the capital improvements plan also identifies the capital costs of public facilities and services other than capital improvements as defined in this chapter has no effect on the computation or assessment of taxes herein established.
