(A) The city is hereby authorized to solicit and use the services of a collection agency to collect unpaid fees and fines of the municipal court including, but not limited to, traffic citations;
(B) The contract with such collection agency shall be in writing and conform to all provisions set forth in Tenn. Code Ann. § 40-24-105(e); and
(C) The city shall be entitled to recover collection fees and attorney's fees incurred in collecting delinquent court accounts.
