§ 70.27 LICENSE OR PERMIT REQUIRED.
   No person shall drive or operate, upon any of the streets or highways within the city, any motor vehicle without first having secured and having in his or her possession a permit/license to do so issued by the state under the provisions of the statutes of the state, or any acts amendatory thereto.
