§ 70.06 OBSTRUCTIONS ON PUBLIC RIGHT-OF-WAY.
   It shall be unlawful for any person to obstruct any public highway, street, or alley or to make, or cause to be made, any structure, enclosure, fence, cellar, door, stairway, or building encroaching in or in part of any such street, alley, or sidewalk within the city without having first obtained written permission to do so from the Common Council, and a record of such permission shall have been made in the minutes of said city.
