A Department of Public Health is hereby established. The Department shall operate under the control and supervision of the Board of Health of the City Health District and shall consist of a Health Commissioner, Director of Environmental Health Services, Director of Public Health Nursing, Plumbing Inspector; and such other health officials and employees as are appointed by the City Manager in accordance with the recommendations of the Board of Health and all applicable laws and ordinances. The Department shall promote and protect public health within the City; administer the City's Health District; administer and enforce State and City plumbing codes; take appropriate action to abate all public health nuisances; compile and maintain a record of births, deaths and other vital statistics within the City; and, except as otherwise provided, enforce all ordinances and laws pertaining to public health.

An Environmental Health Services Division in the Department of Public Health is hereby established. The Environmental Health Services Division is responsible for food protection, disease control, safe drinking water, sewage disposal, school health, rabies control, swimming pools, mobile home parks, solid waste disposal, public health nuisances, institutional health, lead poisoning and such other programs and duties as assigned to the Division by the Board of Health or the Health Commissioner and required by State law or City ordinances.
