(a) To provide necessary funds for equipment, personnel, and other expenses in connection with the providing of sewer services by the City, the City Manager is hereby directed to charge and collect a sewer service charge from every owner of a premises at the rates set forth in Section 917.02.
(b) It is determined and declared to be necessary and conducive to the protection of the public health, safety, welfare and convenience of the City, to levy and collect service charges or rentals upon all lots, lands and premises served by having connections with the sewage system and by the sewage treatment and disposal works of the City, the proceeds of such charges or rentals so derived to be for the use of the sewage system and the treatment and disposal works of the City as now or hereafter provided.
(c) The definitions contained in Section 911.01 shall be applicable to this chapter.
