§ 150.10 GENERAL.
   (A)   The preliminary plan is intended to be the master plan for the ultimate development of a proposed subdivision. Its purpose is to set the guidelines for detailed engineering design of the site, and to guarantee that the developer is developing within the rules and regulations established for orderly development in Springdale. The plan should be prepared based on a thorough investigation of the site, zoning regulations, Codified Ordinances, water management and sediment control requirements, the city master plan, and the thoroughfare plan.
   (B)   The plan must be made by a qualified technician trained in the layout of subdivisions. All required engineering and surveying work must be performed by or under the supervision of a registered engineer or surveyor, as the case may be, registered in accordance with the provisions of R.C. Ch. 4733.
