(A) No person shall throw or deposit litter on any public property, park, street, sidewalk, or property of another, except in public receptacles and in such manner that the litter will be prevented from being carried or deposited by the elements on any street, sidewalk, public property, park, or property of another.
(B) Whoever violates this section shall be guilty of a minor misdemeanor.
