ORDINANCE NO. 17-2021

   AN ORDINANCE ENACTING AND ADOPTING THE 2021 S-23 SUPPLEMENT TO THE CODE OF ORDINANCES OF THE CITY OF SPRINGDALE, OHIO AND DECLARING AN EMERGENCY

   WHEREAS, the City of Springdale contracts annually with American Legal Publishing Corporation to prepare an update to the Code of Ordinances of the City of Springdale, Ohio (the "City Code") to reflect changes and ensure that the City Code is in compliance with recent revisions to local, state and federal laws.

   NOW, THEREFORE, BE IT ORDAINED by the Council of the City of Springdale, Ohio, 7 members elected thereto concurring:

   Section 1. That the 2021 S-23 Supplement to the Code of Ordinances of the City of Springdale, Ohio, as prepared and submitted by American Legal Publishing Corporation, a copy of which is on file with the Clerk of Council/Finance Director, who certifies that the codification, renumbering and rearrangement in book form is correct, is hereby adopted and incorporated by reference as if set forth herein in its entirety.

   Section 2. Council hereby finds and determines that all formal actions relative to the passage of this legislation were taken in an open meeting of this Council, and that all deliberations of this Council and of its committees, if any, which resulted in formal action, were taken in meetings open to the public, in full compliance with applicable legal requirements, including Section 121.22 of the Ohio Revised Code.

   Section 3. This Ordinance shall take effect on the earliest date allowed by law.

   Section 4. That this Ordinance is hereby declared to be an emergency measure necessary for the immediate preservation of the public peace, health, safety and general welfare and shall be effective immediately upon its passage. The reason for said declaration of emergency is the need to enact and adopt the 2021 S-23 Supplement at the earliest possible date to ensure immediate compliance with revisions made to local, state and federal laws since the last update.
