(A) For purposes of this section, RECREATIONAL VEHICLE shall be defined as a vehicular portable structure designed and constructed to be primarily used as a temporary dwelling for travel, recreational, and vacation uses including but not limited to the following:
(1) MOTOR HOME. A self-propelled recreational vehicle constructed with permanently installed facilities for cold storage, cooking and consuming of food, and for sleeping.
(2) TRAVEL TRAILER. A non-self-propelled recreational vehicle measured exclusive of bumper and tongue or coupling, and including tent type fold out camping trailer.
(3) TRUCK CAMPER. A non-self-propelled recreational vehicle, without wheels for road use, and designed to be placed upon and attached to a motor vehicle. TRUCK CAMPER does not include truck covers that consist of walls and roof but do not have floors and facilities for using same as a dwelling.
(4) PERSONAL WATERCRAFT. A vessel less than 16 feet in length propelled by machinery and designed to be operated by an individual sitting, standing, or kneeling on the vessel rather than sitting or standing inside the vessel.
(5) BOATS OR OTHER WATERCRAFTS SITUATED ON TRAILER OR NOT. A vessel that may be equal to or exceed 16 feet in length propelled by machinery and designed to be operated on water and shall be water worthy at all times. A BOAT OR OTHER WATERCRAFT ON A TRAILER whether attached to an automobile or not under this section is defined as a recreational vehicle.
(6) TRAILER USED FOR RECREATIONAL PURPOSES. A vehicular portable structure designed to primarily be used to temporarily transport or house vessels used for recreational purposes. They are not primarily used to transport or house commercial vehicles or equipment.
(B) Notwithstanding any other provision to the contrary in this chapter, the parking of recreational vehicles on any street within a residential zoning district shall be prohibited except as otherwise provided for herein.
(C) Recreational vehicles shall not be parked on any street in the City of Springdale unless a sidewalk exists on at least one side of said street.
(D) The owner of a recreational vehicle may apply to the city for a temporary parking permit to allow for the temporary loading, unloading, cleaning, or effecting minor repairs or maintenance of said recreational vehicle. Any application for a temporary parking permit pursuant to this section shall include, at a minimum, the following information:
(1) The license plate number and registered owner or responsible party information of the recreational vehicle;
(2) Contact information, including permanent address and phone number of the applicant;
(3) The dates and time of day for which the temporary parking permit is sought to be valid.
(E) Any temporary parking permit issued under this section shall comply with the following requirements:
(1) Any permit granted under this section shall be in effect for no more than 96 hours in any calendar month, with said requested hours identified in the application for said permit.
(2) Any permit granted under this section shall be granted only to the registered owner or person identified on the permit application as the responsible party of the recreational vehicle and shall require the recreational vehicle to be parked on the street within a city block in proximity to the address of the owner or responsible party. Only one permit may be granted per household.
(3) Any permit granted under this section shall be displayed in the lower driver's side of the
windshield of the recreational vehicle in a manner that is clearly visible from the exterior. If the permit cannot be displayed on the recreational vehicle in this manner, the permit must be properly affixed to the outside of the recreational vehicle on the left side of the front (driver's) side of the recreational vehicle. Failure to properly display the permit shall constitute a violation of this section.
(4) A valid permit granted under this section shall not at any time permit the applicant to use the subject vehicle for overnight accommodations or sleeping purposes while parked on the public street.
(F) Failure to obtain a temporary parking permit for a recreational vehicle or the parking of a recreational vehicle contrary to the terms of the issued permit shall constitute a violation of this section. Whoever violates this section is guilty of a minor misdemeanor.
