(A) No person shall throw, place, deposit, or store garbage, trash, or junk in any street or public place or on any private or public property except in a covered, water-tight waste container that prevents it from being carried away by the elements and no person shall remove the lid from any waste container without replacing the same; however, composting is permitted as provided in § 155.067 of the Property Maintenance Code. Garbage which is placed at the curb for collection by persons duly authorized by the proper city officials to make the collection may be so placed in receptacles of sufficient strength to hold the trash during normal handling in the process of collection. For the purpose of this chapter, “GARBAGE” shall mean putrescible waste including vegetable and animal offal. For the purpose of this chapter, “TRASH” shall mean any discarded objects or materials or any object of material of such nature or in such condition as would be generally considered of little or no utility or usefulness.
(B) No person shall throw or scatter any garbage or trash or cause the same to be thrown or scattered in any street or public place.
(C) No person, firm, or corporation which is the proprietor of any retail establishment serving to the public, food, drink, or other goods or services, outside of a completely enclosed building for consumption or use in automobiles, on outdoor tables, or otherwise, shall permit any trash or refuse produced in the serving of the food, drink, or other goods or services, to be wind blown or storm- washed from the premises of the firm or corporation onto any other premises, street, or highway in the city.
(D) Scavenging and the collection or storage of garbage or trash by any person other than those duly authorized by the proper city officials to make general public waste collection is prohibited.
