§ 91.05 DUMPING REFUSE IN CITY PROHIBITED WITHOUT LICENSE.
   It shall be unlawful for any person, firm, or corporation to dump or deposit, cause to be dumped or deposited, or permit to be dumped or deposited on any publicly or privately owned land or water in the city any paper, brush, rubbish, tin cans, vegetation, garbage, or refuse of any kind, without first having obtained a written license from the mayor to do so; however, composting of certain materials is permitted as provided in § 155.067 of the Property Maintenance Code. The license may be issued by the mayor only when it appears to him, in his judgment, that filling of the land is necessary for the reasonable use of same and that the material deposited will be immediately covered with earth or will not be objectionable to the citizens of the neighborhood or injurious to health. The mayor may refer to council any case which he considers questionable, in which event, the decision of council shall be final.
