Nothing in this chapter shall be interpreted as conferring a license to engage in the business of private investigation, the business of security services, or both business, such licensing being conferred only under the provisions of R.C. Chapter 4749. Nothing in this chapter shall be construed as allowing an activity which is prohibited in R.C. Chapter 4749, nor shall any provision of this chapter be construed to conflict with any provision set forth in R.C. Chapter 4749. In the event any provision in this chapter is held to be in conflict with R.C. Chapter 4749 it shall be severed and shall not affect the validity of any remaining provisions in this chapter.
