§ 118.03 EMPLOYEES OF AGENCIES TO BE REGISTERED WITH THE STATE OF OHIO.
   No state licensed private investigation business shall permit an employee who is required to be registered with the State of Ohio, Department of Commerce, to work within the corporation limits of the city until such employee has been processed by the Department of Commerce and has been issued a registration card by that Department, except that pending the issuance of a registration card, a licensee may offer for hire security guard or investigator employees provided the licensee obtains a signed written waiver from the person who receives, for hire, security guard or investigative services, acknowledging that the person is aware the employee(s) have not completed their State of Ohio registration and agreeing to their employment.
