The chief of police shall keep an accurate record of all false alarms, shall submit a monthly report to the city administrator for each alarm system, and shall bill each subscriber or owner. Any subscriber or owner feeling aggrieved by the false alarm decision of the chief of police may appeal the decision to the city administrator within 30 days of the decision, who may affirm or reverse that decision. Failure of the subscriber or owner of property served by a burglar alarm system to pay the fee imposed by this section within 30 days after billing, or, in the event of appeal to the city administrator, of the city administrator's decision affirming, shall constitute grounds for the city administrator to revoke the alarm installation permit, and he shall then cite the subscriber or owner under § 114.99 of this chapter. An acquittal on the citation shall cause the revocation to be rescinded.
