Pursuant to the Charter, Article II (B) (5), there is created the Board of Housing, Building, and Fire Appeals consisting of three regular members and one alternate member. All members of the Board shall be electors of the city, and shall be appointed by the Mayor. Two regular members of the Board shall be appointed for a term of four years, one regular member and the alternate member shall be appointed to the first board for a period of two years. Thereafter, all appointments, except in the event of a vacancy, shall be for a term of four years. Vacancies, as they are defined in the Charter, Article IX (C) (1), shall be filled by the appointment by the Mayor. An appointee to a vacancy shall serve the unexpired term of his predecessor. All members of the Board shall serve without compensation, except as hereafter provided by Council.
