In the event that there is a conflict between the regulations and procedures of any other code or ordinance adopted by the city and the fire code regarding fire safety matters then the higher standard for the promotion and protection of the safety and welfare of the public as determined by the Chief of the Fire Prevention Bureau shall govern.
