§ 36.15 FIRE PREVENTION CODE.
   Editor's note: Section 73.06 of the Springdale Code of Ordinances regulates fire lanes.)
   (A)   There is adopted by the city the Ohio Fire Code (OFC), as adopted by the Ohio Division of State Fire Marshal, Department of Commerce, effective July 1, 1979, and any amendments thereto, and as published in Division 1301:7 of the Ohio Administrative Code (OAC), as the Springdale Fire Prevention Code, subject to amendments made in (B) below.
   (B)   Amendments to Ohio Fire Code.
      (1)   Chapter 1301:7-3-10, Section F-105.0, orders to eliminate dangerous or hazardous conditions of the Ohio Fire Code is amended to read as follows:
      (A)   F-105.1 General: Whenever the Fire Official or his designated representative shall find in any structure or upon any premises dangerous or hazardous conditions or materials as follows, he shall order such dangerous conditions or materials to be removed or remedied:
      (2)   Chapters 1301:7-3-10(B), Sections F-105.2 and 1301:7-3-11(B) of the Ohio Fire Code are repealed.
      (3)   Chapter 1301:7-3-11(E) of the Ohio Fire Code is amended to read as follows:
      1301:7-3-11(E) Where a violation is such as to present no immediate or direct relationship to the safety and health of persons or property, the Fire Official may issue a notice of deminimis violation (e.g. letter of recommendation) in lieu of a citation or order.
      (4)   Chapter 1301:7-3-06, Section F-102.0 Enforcement Authority, is hereby amended to add the following:
      (L)   F-102.10 Survey of premises and specification of equipment: The Fire Official shall survey each assembly, educational, industrial, institutional, mercantile, storage, and residential occupancy which includes hotels, motels, dormitories, lodging houses and multi-family dwellings, and shall specify to the owner suitable fire extinguishing appliances and fire detecting devices as may be necessary to provide reasonable safety to persons and property.
      (5)   Chapter 1301:7-7-04(H), Section F-407.0 manual fire extinguishing equipment is amended to read as follows:
         5)   F-407. 2.3 Residential buildings: The owners of all existing and future multi-family dwellings of four units or more, hotels, motels, dormitories, lodging houses, and nursing care facilities shall provide at least one approved fire extinguisher on each floor at the stairway landing, in the corridor at each elevator or bank of elevators, and in the corridors of each floor subject to paragraph (A) below. An approved fire extinguisher shall be one with a minimum rating of 2A40BC. A fire extinguisher with a minimum rating of 1A10BC may be provided in each dwelling unit of multi-family dwellings in lieu of an extinguisher in the common hallway on each floor. Additional fire extinguishers shall be provided subject to the provisions of paragraphs (B) and (C) below.
            (A)   In hallways and corridors, sufficient 2A40BC extinguishers shall be installed so that the maximum travel distance from the entrance of the room or dwelling unit to an extinguisher shall not exceed 75 feet.
            (B)   In common areas such as club rooms, laundry rooms, dining rooms, and other rooms for public use at least one 2A40BC fire extinguisher shall be installed. An extinguisher shall not be required If:
            1)   The area of the room is less than 2,500 square feet; and
            2)   A 2A40BC extinguisher is located not more than 20 feet from the interior door leading to said common area.
            (C)   In mechanical equipment rooms, heating and furnace rooms, electrical equipment rooms, boiler rooms, storage rooms, and maintenance shops, at least one 2A40BC fire extinguisher per 1,500 square feet of floor area shall be required. An extinguisher shall not be required if:
            1)   The area of the room is less than 1,500 square feet; and
            2)   A 2A40BC extinguisher is located not more than 20 feet from the Interior door leading to said room.
      (6)   Chapter 1301:7-7-04(I) Section F-408.0 Fire Alarm Systems is amended and reads as follows:
         4)   F-408.4 In locations approved by the Fire official the owners of all existing and proposed multifamily buildings of four units or more shall provide for installation of smoke detectors approved by Underwriters Laboratories, Factory Mutual, or other comparable testing agencies determined to be acceptable by the Fire Official as follows:
            (A)   An approved detector shall be installed adjacent to, but outside of, sleeping rooms in such a manner that the alarm signaling device shall be clearly audible in all bedrooms when all intervening doors are closed.
            (B)   An approved detector shall be installed in every hallway, or if it is a split level, at each height level.
            (C)   An approved detector shall be installed in the basement or cellar of all buildings which have them.
         5)   F-408.5 All fire protection systems, devices, units, and service equipment which were installed in compliance with any law, ordinance, or order shall be maintained in an operative condition at all times by the owner.
   When situations arise involving conditions dangerous to the public which are not expressly covered by the above provisions and situations arising beyond the scope of the above, the Fire Chief or the Chief of the Fire Prevention Bureau shall have discretion to correct conditions as he deems proper.

      (7)   Chapter 1301:7-7-05(C), Section F-502.0 egress doors is added and reads as follows:
         F-502. 1 Unlocked doors: All interior exitway stairway doors shall be openable from either side without the use of a key or special knowledge or effort at all times the building or area served is occupied. All egress doors shall be openable from the side from which egress is to be made to the outside of the building without the use of a key or special knowledge or effort at all times the building or area served is occupied, except as provided in Section F-502.2.
