§ 32.10 EQUIPMENT AND UNIFORMS.
   (A)   Police Department.
      (1)   The city will furnish all new employees with the following: four pairs of trousers; four summer shirts; four winter shirts; one pair of shoes; one uniform coat; one windbreaker or like jacket; and one hat; one raincoat and hat cover; one each gunbelt, holster, handcuff case, cartridge case, baton, badge, whistle and chain, handcuffs and other required and necessary items.
      (2)   In the next calendar year following the initial issue, each employee will be furnished two pairs of trousers, two summer shirts and two winter shirts. In subsequent calendar years, additional uniforms and items will be furnished, on a replacement basis, as deemed necessary by the Police Chief.
      (3)   It is intended that each officer maintain six serviceable pairs of trousers, six serviceable summer shirts, and six serviceable winter shirts. To enable employees employed at the time of the adoption of this provision to bring their existing uniform levels to this standard, a maximum of three replacement shirts and three replacement trousers will be issued in 1985 and a maximum of three replacement trousers and three replacement shirts will be issued in 1986. Thereafter, uniform replacement will be on an as needed basis. (Ord. 86-1984, passed 12-19-84)
      (4)   Each police investigator shall be allowed $500 upon transfer to the position of investigator to be used for the purchase of clothing suitable to the position. In each succeeding year, an investigator shall be allowed reimbursement for replacement and repair to his clothing used in the course of his employment up to the amount of $500 per year.
      (5)   Each police officer will be paid an annual allowance of $200 for the maintenance and repair of uniforms. Such payment shall be made on December 1 of each year. (Ord. 86-1988, passed 12-21- 88; Am. Ord. 85-1990, passed 12-5-90; Am. Ord. 6-1993, passed 1-6-93)
      (6)   Violations Bureau Clerk-Dispatcher. The Mayor is authorized to provide uniforms for the persons filling in the position of Violations Bureau Clerk-Dispatcher which uniform shall include blazer, pants, skirts, long sleeve blouses, short sleeve blouses, and shoes.       (7)   If an employee, in the line of duty, incurs damage to his/her prescription eyeglasses, watch or personal clothing, the city will reimburse the employee for actual cost up to $100 for repair or replacement of eyewear, and/or personal clothing (if not covered by Workers' Compensation) and for actual cost up to $50 for repair or replacement of a watch. The employee will submit such documentation as the Chief of Police may reasonably require in support of the reimbursement request. The above stated amounts apply to each damaged item.
      (8)   Upon retirement under the Police and Firemen's Disability & Pension System (except mental disability), any police officer may purchase his or her service weapon, badge and Springdale Police Identification card at a cost of $1.00. The city may indicate on the badge and identification card that said police officer is retired. (Ord. 6-1993, passed 1-6-93)
   (B)    Public works; building department. The Mayor is authorized to purchase any equipment necessary for the proper performance of the work of the street maintenance labor force at a price not to exceed the maximum amount set by Charter at which contracts need to be in writing and for which advertisements for bids are not required. The Mayor is authorized and directed to furnish for the members of the street maintenance labor force, the Inspector of Public Works, and the Inspector of Construction, by purchase, rent or lease, uniforms consisting of matching shirt and trousers or overalls, in such quantity as to adequately uniform all members of the street maintenance labor force, the Inspector of Public Works and the Inspector of Construction, at all times, in the performance of their duties and to furnish for each person a rain coat, a hat, and boots for foul weather wear. In addition, if determined by the Mayor or the Mayor’s designee that new safety boots and/or shoes are warranted, the city will reimburse the employee for the purchase of the same in an amount not to exceed $125. The Mayor is authorized to provide the maintenance labor force with prescription safety glasses whenever that equipment is required by the city for performing any functions related to the job.

   (C)    Park maintenance force. The Mayor is authorized to purchase any equipment necessary for the proper performance of the work of the park maintenance force at a price not to exceed the maximum amount set by Charter at which contracts need to be in writing and for which advertisements for bids are not required. The Mayor is authorized and directed to furnish for the members of the park maintenance labor force, by purchase, rent, or lease, uniforms consisting of matching shirt and trousers or overalls, in such quantity as to adequately uniform all permanent members of the park maintenance labor force, at all times, in the performance of their duties and to furnish a rain coat, a hat, and boots for foul weather wear. In addition, if determined by the Mayor or the Mayor’s designee that new safety boots and/or shoes are warranted, the city will reimburse the employee for the purchase of the same in an amount not to exceed $125.    (D)   Miscellaneous staff:
      (1)   Uniforms will be furnished for the school crossing guards.
      (2)   The Mayor is authorized to provide uniforms for the persons filling the position of custodians in the same manner as uniforms are provided for the street maintenance labor force.

   (E)   Fire Department and Fire Prevention Bureau. Turnout gear, uniforms and equipment shall be provided for Fire Department personnel as needed, to be returned after use. All full-time firefighters and the Chief of the Bureau of Fire Prevention shall be allowed $275 as a uniform allowance at the commencement of his services and up to $225 annually thereafter for uniform replacement.
