The Mayor is empowered to accelerate the rates of pay progression set forth in the various pay schedules herein whenever he deems such acceleration is warranted in individual cases on the basis of outstanding merit or performance on the part of any employee. The Mayor is further empowered to reclassify employees in the service of the city, and, on reclassification, to give credit for time in service in the previous classification. The exercise of the foregoing powers shall be in accordance with and subject to the rules and regulations of the Civil Service Commission.
