(A) Every dwelling unit shall be provided with approved heating facilities capable of maintaining an average temperature of sixty-eight degrees Fahrenheit (twenty degrees Celsius), in all habitable rooms, kitchens, bathrooms and lavatory compartments when the outdoor temperature is minus five degrees Fahrenheit (minus twenty-two degrees Celsius), without forcing the facilities to operate in excess of their designed capacity.
(B) Any change in the heating system of a building shall require that a permit be obtained from the Chief Building Official pursuant to the provisions of the Building Code.
