(A) Every occupant of a dwelling or business unit shall dispose of all his rubbish in a clean and sanitary manner by placing it in approved receptacles, or in other approved rubbish disposal facilities.
(B) Every occupant of a dwelling or business unit shall dispose of all his garbage and other organic waste, which might provide food for insects, rodents and animals, in a clean and sanitary manner by placing it in approved nonleakable, nonabsorbent, covered garbage storage receptacles, or in other approved garbage disposal facilities. Composting shall be permitted, provided that it conforms with § 155.067 of the Property Maintenance Code.
(C) No receptacles, trash, rubbish, debris or other items to be disposed of shall be placed at the curb for collection prior to 6:00 p.m. of the evening before the scheduled collection day, nor left at the curb after 6:00 a.m. of the day following collection. Items placed at the curb for pick-up shall be in a form conforming with the city's contract for waste collection. The requirements of this section do not apply to brush and leaves set out as part of the city's chipper and leaf pick-up programs.

(D) No owner, tenant or occupant of any lot in any residential district may store, place or keep, or permit to be stored, placed or kept on that lot any garbage containers, of whatever type, outside any principal building, except for collection purposes as otherwise permitted in this Code, unless stored, placed or kept in a rear yard or side yard. Where containers are kept in a side yard, such containers shall be blocked from view from the street by a fence, wall or landscaping. The fence, wall or landscaping should be sufficient to provide complete screening of the containers to a height of twelve inches above the top of the containers. No owner, tenant or occupant shall permit garbage containers to project into or be located in a front yard.
(E) Roll off containers/construction dumpsters. Roll off containers/construction dumpsters shall be regulated on residential properties as follows:
(1) A permit is required to place one roll off container/construction dumpster on a residential property for a period not to exceed 30 days. A maximum of three permits may be issued during a 12-month period. Longer periods may be approved for exceptional circumstances at the discretion of the Building Official.
(2) The roll off container/construction dumpster must be located on a paved surface and may not be located in the right-of-way.
(3) The roll off container/construction dumpster may only be used for the disposal of construction waste and demolition debris.
(4) In the event that a roll off container/construction dumpster remains on a residential property beyond the permitted time, the PMO shall issue a legal notice of violation pursuant to § 155.023.
(5) Where a notice of violation and order to comply has been served pursuant to § 155.023, and, upon reinspection at the end of the time specified for compliance and if no petition for a hearing has been filed, it is found that the violation has not been remedied, the PMO shall cause the roll off container/construction dumpster to be removed. All costs of such removal shall be charged against the land as a municipal lien or be recovered in a civil suit against the owner.
