(A) All exterior surfaces of every building shall be maintained weathertight and so as to resist decay or deterioration from any cause.
(B) Any building or accessory structure whose exterior surface is bare, deteriorated, ramshackle, tumble-down, decayed, disintegrated or in poor repair shall be repaired, replaced or razed. If the structure to be razed is a garage required by the Zoning Code, the structure shall be replaced. For purposes of this section, a permit issued pursuant to procedures set forth in the Building Code shall be required.
(1) All buckled, rotted, decayed, or out-of-plumb walls, doors, broken or damaged windows, porches, floors, steps, soffits, sills, railings, trim, shutters and their missing or damaged members, shall be replaced or put in good condition. A written evaluation from a registered engineer or architect shall be considered sufficient proof of structural integrity for those items considered out-of-plumb. The specific problem shall be cited on the inspection report, and such written evaluation shall become a part of the inspection report.
(2) All replacements or partial replacements shall closely match and/or conform to original design or be replaced completely unless specifically waived by the PMO or referred to the Board of Housing, Building and Fire Appeals for their determination. All storm door repairs or replacements shall be done with approved safety glazing materials.
(3) All exterior wood or exterior unfinished surfaces, except naturally durable woods or masonry, shall be sealed and painted, or the surface covered with other approved protective coating or treated to prevent rot and decay, and conform and match the existing paint or surface covering and original design or replacement thereof.
(C) The exterior of any building, structure, sign or awning which has peeling, flaking or pitting of the paint or other protective coating shall be repaired, cleaned, repainted or resurfaced.
(1) All exterior surfaces shall be replaced or repaired in good condition preparatory to repainting or coating.
(2) All bare exterior surfaces which are flaking or crumbling shall be replaced or sealed in a good and workmanlike manner.
(3) All new or repaired bare surfaces shall be painted or coated.
(D) For purposes of this section, "approved" and "properly maintained" include, but are not limited to, the following items:
(1) Windows. Windows shall not have missing portions nor exhibit multiple cracks, cracks larger than six inches or cracks which have a bare edge. Decorative glass shall not be a safety hazard.
(2) Steps. Exterior steps shall have a nonslip surface and shall be free of loose, missing or deteriorated members or parts thereof.
(3) Porches. Porch piers, supports, trim, joists and columns shall be in good repair and not rotted or deteriorated. Porch ceilings and floors shall be free of holes and loose, missing or rotted portions. Awning frames and awnings shall be properly maintained and canvas awnings shall be free of holes or tears.
