§ 155.051 GENERAL MAINTENANCE REQUIREMENTS.
   (A)   The interior and exterior of all dwelling units, buildings, structures and premises, or any part thereof, shall be maintained in good repair and shall be capable of performing the function for which such part or any feature thereof was designed or intended to be used.
   (B)   All equipment and facilities appurtenant to a building, structure or premises shall be maintained in good and safe working order.
   (C)   No person shall willingly or wantonly damage, mutilate or deface any exterior surface of any structure or building by placing thereon any marking, carving or graffiti. It shall be the responsibility of the owner to restore said surface to an approved state of maintenance and repair. The PMO shall be authorized at any time to enter upon the premises to remove graffiti in order to lessen the severity of the public nuisance. In removing such graffiti, the PMO may call upon any department, division or bureau of the city for whatever assistance may be necessary, or may, by private contract, remove such graffiti. The costs of such work shall be charged against the land on which the building exists as a municipal lien or be recovered in a civil suit against the owner.
